I am new to Perl and I have a few questions..

Ok, first question, what is shebang? I know Perl is supposed to start with it, but what is it?

Second question, what does :: mean? What does it do?

Third question, what is qq?

I don't know what shebang is? And I don't even know what is Perl all about? can you explain it? Well what is MEAN? Mean is some like you says "what is the meaning"?
